  Activity/Product Description
    
The majority of the reported Capacity Development (CapDev) activities under the FISH program (based on the required indicators) and in its bilateral projects portfolio are related to organising trainings and mentoring students. CapDev in our FISH CRP embraces many activities that go beyond this, as the enhancement of support for implementing effective and targeted capacity building in developing countries to support national plans (SDG 17). The latter includes activities such as research based policy recommendations and initiatives for strengthening the research capacities of individuals, organizations and systems providing enabling environment for development. CapDev research is pursued in all our six focal countries: Bangladesh, Cambodia, Myanmar, Nigeria, Tanzania and Zambia. Two additional countries constitute a focus for Capacity Development: Egypt as a research hub and training centre for our sustainable aquaculture (SA) CapDev in Africa, and Solomon Islands as a hub for our learning networks on small-scale fisheries (SSF) governance in the Pacific. This multi-centre research program makes a strength in its geographical representation and will make its scientific research relevant by fostering the leap from individual learning to sustainable livelihood outcomes and impacts through an integrated cross-country CapDev approach paying particular attention to gender and youth issues. To ensure a coherent and coordinated approach across-geographies for 2020 CapDev activities, the CapDev CoP will draft FISH CapDev guidelines. The guidelines will include the following chapters: Partnerships and Platforms, Projects design, M&E, Trainings, Policy, Students support, surveys, and Glossary. Capacity building is often entangled with research partnerships. The basic assumption is that research partnerships are fundamental to attaining innovation, leading to improvements in virtually every social field (Carvalho et al., 2019). Therefore, attention will be also given to understand the role of partnerships for strengthening CapDev and join venture toward a strategic outline of the CapDev Agenda for advancing development and innovation in the FISH FISH-related sectors. This will be facilitated by a CapDev Workshop held in Africa (venue tbd), in cooperation with key partners and stakeholders and aligned to the Fish for Africa Innovation Hub initiative (FISH partners, other CGIAR centres/CRPs, private sector, governments, and civil society). This workshop will help our understanding of the contribution given by partnerships in strengthening our research capacity and the one of our targeted communities. In parallel, an analysis of how our current CapDev activities and methods have helped in delivering impact will be performed, and some alliance/platforms to enhance what worked well will be facilitated. Research Problem: The CapDev crosscutting theme will continue in 2020 to focus on improving our M&E of CapDev activities, as this is still a major issue at stake. Priority will be given to develop a formal process to follow for ensuring the collection of all the data related to CapDev indicators (for instance formalising a process to track students mentored) to ultimately being able of quantifying the efforts mobilised in this theme. Moreover, the UN recognizes that research partnerships benefit social development and are fundamental to attaining all the other SDGs. Nevertheless, it is still unclear in the literature if the latest CapDev methodologies applied to support development and innovation in developing countries are fit for the purpose of generating impact in the long term that empowers our targeted geographies and users. In addition to the previous point, in regards to our program and organisation, it has not been addressed yet how to measure the effectiveness of our partnerships (and which more than others) to jointly produce greater impact and ensure a concrete delivery toward our uttermost goal: enhance sustainability, productivity and access to fish by those most in need. It is key to monitor performance in CapDev to ensure that phasing out of external expertise (our projects) and systems is done in a professional and mutually-beneficial manner for the recipients (governments or farmers for instance), with minimum disruption and greater capacity and empowerment acquired.
